Well, since the towns with Contest Halls don't have Gyms (Fallabor, Slateport, Verdanturf and Lilycove), why not put it in a different little section like the towns with gyms in them do? I dunno, just an idea. Then again, none of the other regions have contest halls in multiple towns, but still.
