:I think only when the trainer calls it out (or another trainer states that another Pokémon has used it) should count as it actually using it. As you say, many Pokémon have hit the opponent with its tail. However, the move Tail Whip does '''not''' cause damage and does '''not''' cause contact. Any case of a Pokémon hitting an opponent with its tail shouldn't be considered using this move for these reasons. | |||
