I feel like Dawn's Piplup bears mentioning here, because he, alongside Ash's Bulbasaur, are the only known instances in the anime of a Pokémon cancelling their own evolution while it is happening, and the differences between Bulbasaur's case and Piplup's case are interesting. Bulbasaur only needed to suppress their evolution once, apparently through sheer force of will with few adverse effects afterward, and was never shown needing to do so again, with no apparent outside influence preventing him from starting to evolve again. Piplup, on the other hand, was shown needing to suppress his evolution five times over the course of one episode and is heavily implied to have done so more times prior to the beginning of the episode, he needed to use Bide to stop his evolution in a process that usually left him winded at best or unconscious at worst (the only exception being in the middle of a battle), and only stopped needing to do so after he was given an Everstone. This seems to indicate that there are circumstantial factors in how cancelling evolution works in the anime.
