::"Pokémon Center operator" is just a descriptor like "Pokémon Center nurse". There's a good reason to split the article because of the quotes alone, which are wanted despite being irrelevant and not doing much other than clogging up the article. Also, following your logic, then Nurse Joy doesn't warrant an article of her own either since a lot of the in-depth information is not really necessary and could be summarized for the most part so that it fits in this article without making it too big.
