According to the page [[regional form]], when you breed in a region, offspring take on the form corresponding to the region in which it was bred. That makes them part of the same family for the purpose of this list. Look at how the list handles the nidoran line and volbeat/illumise, which are similarly related through breeding but not through evolution.
