::On the first reply - fair enough, I wasn't sure what to make of them, since it was inconsistent. Also yes, there are some where it's not changed (like Baton Pass on Farfetch'd before G8). By the way, these transfer-only moves seem to account for previous form-only moves (like the infamous Wish Chansey); in that case, shouldn't crossgen evos account for games where their base forms exist, like Tangrowth having G1-G3? On the second reply, it might be because their method of obtaining was different in Japanese version (and I don't think there's any replacement on Japanese VC version?)
