How are you suppose to obtain this item if the [[Soul Badge]] is required to use [[Surf]] and the only way to progress through the game is by obtaining {{HM|01|Cut}}{{sup/3|FRLG}} and continue on to acquire the next badge in [[Vermilion City]]?
