After all, Looker and Fantina are from seperate countries, a Rocket Grunt in GSCHGSS is from a foreign country, and there are many more examples that I could mention. In fact, there are regions that aren't part of the nation that Hoenn is in. They might even be talking about a different region in the same nation. +The trivia section has the fact that Corphish is from another region listed, stating that it is the first example of an exotic species in the pokémon world. While this is still true (Corphish is the first example of an exotic species seen in Pokémon), Generation VII has introduced Pokémon which are also considered exotic species, such as Yungoos.
