Couple things, one, my mistake, I did not see that Chinese uses the actual letter Q instead of a symbol for kyu. Second, I see where you are coming from, but please understand, it is very strange to think the original was going for question. Third, it's a pokemon name, it's not going to be an exact replica of a phrase. Personally, upon thinking about it, the most logical one is "Mimic kyu"/"Mimic chu" with others being guesses.
