:Number of bites just seems to be based on what Game Freak thought they'd eat like. It's not determined by size or weight (Gible takes one bite while Snorlax takes two) nor Puff flavor or style, and all Pokémon of a species eat the same. The only notable thing I've noticed is the long pause before the final bite of the last Poké Puff before max fullness is reached.
