Any Pokémon that can learn TMs can learn Return and Frustration.  It's always been that way, and I think it's safe to assume it'll always be that way (unless they decide to pull another {{p|Regigigas}} on us with them like they did with {{m|Rest}} and {{m|Protect}}...).
