:I tested this in Gen IV, and I'm pretty sure they never miss. I lowered my Pokémon's accuracy to -6, then had it use Blizzard while in hail, and it hit both opponents. I then tried with Thunder, lowering its accuracy to -6 again, and used it in the rain, and I managed to land 6 consequetive hits, with no misses at all.
