Al right, sorry. I use Bulbapedia a lot, but this was my first time I was compelled to edit anything, because it seemed insanely odd. ::Nope, anybody can use it. You can't create a userpage until you are "autoconfirmed" though, which occurs after a secret number of edits and period of time. If you make a few more edits to Bulbapedia, you will be able to make one. [[Bulbapedia:Usertags|This page]] is specifically designed for helping users to use what we call "usertags" (what you were asking about).
