I am no ROM hacker, so I can't confirm it for 100%, but as a player, I never met Pidgey at night on this Route in HeartGold. Several Pokémon that don't appear at night were placed as 100% encounter rates, which for HeartGold gave a total of 400% encounter rates, with you being 100% likely to meet a Caterpie, Metapod and Pidgey simultaneously. These three didn't have a value for a nighttime encounter rate, so i'm assuming that's the error, and that the table used 100% as a filler number.
