:Well, I don't speak Chinese, nor am I learning it. I'm just a linguist (not philologist), this means that I don't study particular languages but languages in general. However, I've always been taught that Mandarin Chinese doesn't posess voiced consonants but only aspirated/unaspirated pairs (as opposed to Min-Nan and Shanghainese, which do have voiced consonants). [http://en.wikipedia.org/wiki/Mandarin_phonology Even Wikipedia agrees with me]. But it probably talks about very literary Chinese, maybe the more colloquial one does voice consonants at times ('cause, you know, languages evolve. And the Mandarin spoken in Singapore may be different than one from PRC). Or, by any chance, maybe the English you hear is not very correct. I believe that pronouncing voiced vowels is a big problem for a native speaker of Mandarin Chinese. I focused on Chinese pronounciation, but it may be possible that the person you asked pronounce English "j" wrong. Well, anyway, sorry for acting as if I knew more about Chinese than a native speaker does.
