The Major Events state that Hawlucha is revealed to know Bulk Up, however there are some inconsistencies. Firstly, I don't hear anyone in the episode say 'Birudo Appu', Hawlucha just seems to heat up on his own, instead Ash just orders Hawlucha to block Weavile's attacks. Secondly, we see Hawlucha use High Jump Kick and X-Scissor against Bisharp, meaning that 5 Moves have been used if this is indeed Bulk Up - true, Hawlucha could've just learned it and replaced it with Karate Chop, but by the look on Ash and Hawlucha's face before it happened it seemed rather planned, and thirdly, Hawlucha doesn't actually 'Bulk Up' he heats up in a red aura throughout the rest of the battle. Hawlucha was paralyzed and the logical reason why it glowed red was so it could use it's main ability limber, this allows it to cure itself from paralysis when it encounters it in battle. Does this sound like a logical explanation? Pokemon in the anime only use whatever moves they want when there is no trainer in the vicinity to command them, or worst case scenario the pokemon will not listen to the trainer, remember when Ash commanded charizard to attack and he comically burnt Ash to a crisp by using flamethrower on him, or what about when pikachu was supposed to help ash catch a pidgey and it ignored Ash before finally attacking him, well the pidgey got too confused and bored and flew away which pissed Ash off a bit. Besides it can't be bulk up because there was no noticable increase in Hawlucha's stats. Hope this answers your question.
