:Nope. Despite Levitate being the only Ability Solrock had at the time, it was not shown activating it. Solrock did float in the air but nobody mentioned it as Levitate. Besides, the anime works differently than the games. :: I am speaking on anime based, manga based evidence, with a little bit of the conceptual art. In terms of the anime (see below discussion), Liza announces that she is older. Although they debut in the same chapter of the manga and are introduced at the same time, Juan introduces Tate first. However, with the artwork in the anime and games, Liza seems to be taller. Also, with their parents in the anime, Jin (on one hand) was expecting Tate to arrive first. However, Liza is the first to point out Tate's childish actions. I think that this is also more of an alphabetical debate. I say that it should be moved to Liza and Tate, with the "evidence" (for lack of a better word) that I have presented. Seeing as both "Tate and Liza" and "Liza and Tate" have seen usage, I feel a move isn't necessary... though it is worth noting that "Liza and Tate" fits better with the pair's name origin. I think that this is graphics, but I've noticed. In the anime, generation 3 games, generation 5's tournament, and in the adventures manga, Liza and Tate have blue hair. However, it seems now in generation 6, their hair is navy or black.
