I have had several instances in various locations where a cast did not yield a Pokemon. It timed out and the message "Nothing seems to be biting..." appeared. This happens with two rocks adjacent a tile and a land (even if the land isn't reachable by the trainer) or three rocks adjacent a tile. This happens while fishing while surfing (the bobber is two tiles away from the trainer) and while on land (the bobber is one tile away from the trainer). This happens when casting over a rock (while surfing).
I'd like to see a source on this either way. I don't have a capture card so trying to hold my phone and surf to do this would be a pain, but if there's no source anyone has, I'll go ahead and record I suppose.
