:My main complaint is that a move on a complicated issue seems to be turning into mass moves for consistency. Having this under Brock's name is actually the same reasoning for Beedrill being under Casey's name in the first place: Vulpix spent the majority of its time on the show as Brock's. It was officially a member of Brock's team for 3 years (141 episodes) with Susie only turning up at the beginning and end.
