This card was released as a promotional card. In Japan, it came with the February 1999 issue of [[CoroCoro]] Comic. The English version of the card was included with [[Pokémon Trading Card Game (game)|Pokémon Trading Card Game]] for the [[Game Boy Color]].
This card was initially digitally created for the {{vg|Pokémon Trading Card Game}} for the [[Game Boy Color]]. In Japan, a physical print was later made available as an {{TCG|Unnumbered Promotional cards|Unnumbered Promotional card}} on an insert in the February 1999 issue of ''[[CoroCoro]] Comic'', released on January 15, 1999. Cat Punch's effect on this print was altered to specify that the opponent selects the Benched Pokémon to receive damage when necessary.
 
The English version of the card was included with localized copies of the earlier mentioned Game Boy Color {{vg|Pokémon Trading Card Game}}. This print is Holofoil and has the HP slightly farther left than normal. A Non Holofoil version of the English print was released in Japan as a promotional card and was awarded to passengers for completing the {{wp|West Japan Railway Company|JR West}} Pokémon Stamp Rally 2000, which was held on Saturdays, Sundays, and public holidays on the network between July 20 and August 27, 2000.

The English [[Pokémon Card GB]] version of the card still contains the original Japanese translation, as it was created before [[Wizards of the Coast]] produced the card.
