Goldeen seems to be based on the {{wp|Tosakin}} (curly fantail) breed of {{wp|goldfish}} due to its flat tail and red-and-white scales. Its billowing tail and prominent lips and eyelids give it a feminine appearance reminiscent of a {{wp|Queen regnant|queen}} wearing a dress and makeup.
