Phoebe (Japanese: フヨウ Fuyō) is a master Template:Type2 Trainer and member of the Hoenn Elite Four.

In the games

In Generation III, Phoebe is the second member of the Hoenn Elite Four.

Phoebe is the second of the Elite Four. Her strategy is to confuse and confound with Pokémon she considers undefinable.

All of her five Pokémon are pure Ghosts, with the exception of Sableye (the other being Template:Type2). She apparently has a grandmother at Mt. Pyre and she hopes she's doing well. It is unknown who her grandmother is, but it is quite likely that she is the old lady the guards the Red Orb and the Blue Orb at the top of Mt. Pyre.

She also claims to have the ability to communicate with Template:T2 Pokémon, presumably in a similar fashion that Template:T2 trainers communicate with their Pokémon through telepathy (i.e. Template:Anabel, Sabrina etc.)

Phoebe is the only Ghost-type specialist that does not use any member of the Gastly line, possibly due to the fact that Gastly is not native to Hoenn.
