Volt Tackle is a very highly-damaging Electric-type move introduced in Generation III.

There is only one way to get Volt Tackle, and even then, only in Pokémon Emerald. You need to obtain a Pikachu or Raichu, a Light Ball, and either a Pikachu/Raichu of the opposite gender, or a Ditto. Attach the Light Ball to the Pikachu, and give both to the Day Care Lady. The offspring Pichu will have Volt Tackle.
