The only reason I can think of for omitting so many new Pokémon from the Sinnoh Dex is the fact that the National Dex is obtained by ''seeing'' all the Pokémon in the Sinnoh Dex, rather than by beating the Elite Four, and presumably They wanted to minimise the effort required to achieve this...
