:Tecnically, it's a Bagon that has Wish from event but so does Absol and a lot of other Pokémon from events come with Wish also. I've tried. It is entirely possible for Wish to be used even if the user's HP is full. In fact, I use it this way so I can attack after Wishing, get hit and then heal for the next turn. | |||
But I've only tried this in Generation IV (D/P, haven't tried Platinum). I don't know if this misinformation was because it didn't work this way in the previous Generations.
