Permanently putting Pokémon in the PC is not one of the basic rules of a Nuzlocke but a near-universally used rule. The basic rules of a Nuzlocke are the rules mentioned in the original Nuzlocke comic: "Ruby: Hard-Mode #01" by Nuzlocke Comics and creation of Nick Franco and a part of the "Pokémon: Hard-Mode" comic series. The comic does not mention anywhere that permanently putting Pokémon in the PC is a rule.
