Team Rocket (Japanese: ロケット団 Rocket-Dan) is a highly organized criminal syndicate "in pursuit of evil" headed by Giovanni (called "The Boss" by his underlings) and based in Kanto. Their main focus is in stealing or capturing, then selling rare, and/or strong Pokémon, but they also conduct cruel experimental research on Pokémon. Their final goal is to take over the world using Pokémon.

In the games
Listed below are biographies of all members of Team Rocket, along with short biographies.  Their appearances span the anime from almost the very beginning to the present day episodes and movies.
In Kanto
<!--
In the Generation I games, and Pokémon FireRed and LeafGreen, Team Rocket focused their attention in Kanto, distributing Pokémon using the Rocket Game Corner in Celadon City and their secret hideout underneath, and doing various crimes including breaking into a house in Cerulean City, killing a Marowak in Lavendar Town, and taking over Saffron City and the Silph Company Headquarters for their products including the Master Ball. However, the games' hero/heroine ousted them out of the hideout underneath the Game Corner in Celadon City, out of the Silph Co. Headquarters in Saffron City, and out of Pokémon Tower in Lavendar Town, defeating Giovanni in a Pokémon battle twice. However, Giovanni returned to the Viridian City Gym, as he is also the legitimate Gym Leader there, but the hero/heroine defeated him there too. Then Giovanni, acknoledging him/her as the better trainer, disappearing without a trace.

Three years later, Team Rocket would return to Kanto to steal a critical part from the Power Plant, but this plot was on a small scale and was ultimately the last appearance of Team Rocket in the games.
Needs a lot of work, but I want it up here so others can help out if they want.

In the Sevii Islands
Regular appearances
In FireRed and LeafGreen, Team Rocket had a branch in the Sevii Islands, searching for the Ruby and Sapphire gems. This branch was based in the Rocket Warehouse in Five Isle Meadow in Chrono Island. In the end, the games' hero/heroine defeated the Admin there, making him realize that with Giovanni defeated in Kanto, all is lost for the Sevii branch, and then pull out of the Sevii Islands. They have not been seen there since.
Jessie, James & Meowth
:Main articles: Jessie, James & Meowth

In Johto
Butch & Cassidy
In the Generation II games, three years after the aforementioned events, Team Rocket focused their attention to Johto, setting up another base underneath a shop in Mahogany Town and building a machine that emitted high-frequency sound waves, enraging the Gyarados in the Lake of Rage, north of Mahogany Town. With the help of Lance, the League Champion from Indigo Plateau, the games' hero/heroine foiled their operations. In a final and desperate attempt to contact their leader, they attacked the Radio Tower in Goldenrod City, but were ousted by the hero/heroine yet again.

In the anime
Giovanni
In the anime, Team Rocket is based in Kanto, with many smaller branches reaching out in Kanto and Johto, and Giovanni is the Gym Leader of Viridian City. There is also an underground school for training aspiring Team Rocket members. Also, Team Rocket had its headquarters near Pallet Town and Viridian City, but was destroyed by Mewtwo in its rage; it is unknown where the headquarters are now.

A trio of members, Jessie, James, and a talking Meowth, were defeated when on assignment by Ash, and since then have been following him everywhere on his journey, attempting to steal the Pikachu that defeated them, and any other Pokémon, items, and money that happen to appear on the way. They are currently deluded into thinking that they have been sent by Giovanni to establish a new branch of Team Rocket in Hoenn, and Meowth often fantasizes about pleasing "The Boss" with some hairbrained scheme--while replacing his Persian as his new favorite pet. In Giovanni's opinion, however, they are "a bumbling trio" that "can't do anything right", and as of yet, they have failed to come up with a single thing to present to him--while eating up the organization's funding tremendously with their many robots. Occasionally, the trio are also forced to work with Ash and company in certain extreme circumstances.
Personality
Her true personality remains a mystery. She can be cheerful one moment and all business the next, depending on the situation. She has a quick temper, but can restrain it as the mission calls for. However, when the Boss gets mad at her, she takes it out on lesser agents.

Other notable members of Team Rocket include Butch and Cassidy, Dr. Shiranui, Bashou and Buson, Dr. Nanba, Tyson, and The Iron Masked Marauder. Jessie's mother also was once a member before she disappeared on an expedition to capture Mew, serving under Giovanni's mother, On'na Boss.
History with Team Rocket
Her past before Team Rocket is almost completely unknown. Just about everything we know about her falls into the other categories on here. One thing to note would be that she claims that Domino is not her real name (she may or may not be lying, however).

Team Rocket has attempted to do many major and potentially globally-altering operations, including cloning some DNA of Mew and altering it to form Mewtwo and controlling Mewtwo (a desire of Giovanni borne from his mother's obsession over Mew; when Mewtwo finally finished developing, he deceived Mewtwo into working for him, including defeating Gary, but in the end Mewtwo destroyed the secret Rocket headquarters and attempted to take over the world), attempting to capture and control a Lugia and Celebi, and creating a device that can force Pokémon to evolve.
Relationships with Other Members
See also
Domino seems to have a very close relationship with the Boss, receiving orders directly from him and mantaining phone communications with him at many times, even things that have little to do with the mission. The closeness is furthered by her attempts to reason with him when she thinks his actions will jeopardize his own goal; not many people could talk back to him and get away with it<br>

* Giovanni
Arsenal and abilities
* Members of Team Rocket
She has no Pokémon, however she hardly needs them. She is an excellent fighter, although her choice of weapon--an electrically-charged 'tulip'--surely raises a few eyebrows. She demonstrates an excellent sense of balance (which contradicts itself later in the film for some unknown reason) and advanced gymnastic skills.

Basho and Buson
Basic Information
Appearances
Raikou: Legend of Thunder
Age
They both appear to be in their mid to late 20s.
Eye/Hair color
Basho: Blue/Gunmetal grey; Buson: (He wears sunglasses)/Blonde
Sex
Both are male.
Height
Buson is about six inches (15cm) taller than Basho. Basho seems to be a little shorter than average height.
Job status
They both seem to be high-ranking officers. Their silver uniforms denote a rank that, through experience, seems to be just below that of the elite officers. However, this has yet to be verified and may just be fanon.
Origin of name
Matsuo Basho and Yosa Buson are considered some of the greatest haiku poets in history. Buson was also a distinguished artist in the Bujinga style. As they both flourished during the Edo and Tokugawa periods, some have suspected that both were also ninja employed by the administration. This may be a reason why these names were chosen for criminals.
Hobbies
Unknown.
Likes
Each other. Aside from fanon rumors there is no real evidence if this is a platonic like or otherwise.
Dislikes
Those who do nothing but complain, and do-gooders.

Personality
Both seem somewhat set in their rank, and approach missions casually. They seem to be keep their cool even when they lose. Even in these situations, they beat a calm retreat. Despite physical stereotypes, Bashou is the dominant partner, telling Buson to do things that he could do himself. Buson doesn't object, or show any signs of aggravation over this role. There was one particular event where Buson lost his temper; this was when the duo find that Marina has called for help. He yells through her Poké Gear (causing Jun'ichi and Kenta on the other end to nearly fall over) before smashing it.

History
No recorded history. But, from their body language and the familiarity of the behavior towards each other shows that they do have history together.

Relationships with other members
They take mission orders from Dr. Shiranui, but it is implied that they have never met him before.

Arsenal and Abilities
In addition to the Crystal System, they control a small shuttlecraft, a helicopter, and a mech with a peculiar manner of walking. Some call it the "Chicken Walker", (a name given to bipedal mechs, most notably given to the AT-ST of Star Wars fame,) but there is nothing to suggest that this is the official name. As for the actual Pokémon carried by the two, Bashou has a Steelix and Buson has a Skarmory and a Muk. (Official artwork by Ken Sugimori shows that Bashou carries two more Poké Balls, but what they may contain, if anything, remains a mystery.)

Vicious
Basic Information
Also known as
The Iron-Masked Marauder, Lord Vicious the Mask
Appearances
Pokémon 4Ever
Age
late 20s to early 30s.
Eye/Hair color
Pupils are drawn too small to tell/Black or brown depending on lighting
Height
Quite tall by the standards of the anime. An approximation might land his height around 6'6" (~2.0m).
Job status
Elite officer
Origin of name
It is just a description of his nature. "Bishasu" is often used by fans as an exact transliteration of ビシャス, but these days it is more commonly used to differentiate him from Cowboy Bebop's Vicious.
Hobbies
Unknown.
Likes
Power and control.
Dislikes
A state of powerlessness, weakness, and those who get in his way.

Personality
Vicious is known to be heartless, cruel, and above all he is egocentric. He values his life though. At the end of movie when he finds himself overpowered he begs for his life. While this could be a cowardly side, some argue that this just shows him to think of himself before everything else.

History
Not much is known about him except he he has quite a reputation within Team Rocket. Jessie, James, and Meowth all recognize him and immediately start kowtowing shamelessly.
A small part of the fanon community identifies him as the future son of Jessie and James, who has come back in time, but the movie itself disproves this.

Relationships with other members
None seen aside from his hatred of Giovanni. This hatred can either be a personal hatred stemming from problems that might have taken place off-screen or a hatred of having to answer to a higher up. His egocentric power-hungry nature also strengthens this theory. The hatred that he feels towards Giovanni is strong no matter what the reasoning behind it.

During the course of the movie, he has Dark Celebi construct a mech from forest debris, and Jessie is sucked into it. While having her be present wasn't part of his initial plan, he tells her his plan with the hopes that she will circulate the word about his new powers.

Arsenal and Abilities
He's obviously skilled at hand-to-hand combat, even if he doesn't have the best balance. His primary combat relies on Pokémon that are brainwashed by his Dark Balls (it is not known if his Sneasel and Scizor were victim to this, but his Tyranitar certainly was). The origin and technology behind these Dark Balls is unknown. Whether they are Rocket technology is also suspect because nobody else seems to use them. The only quality know about this item is that they make the target creature extremely loyal to Vicious, to the point of forgetting itself and attacking without regard to previous friendships and loyalties.

On'na Boss
Basic Information
Also known as

Appearances

Height

Job status

Origin of name

Hobbies
Making money.
Likes
Money, power, etc.
Dislikes
Her son Giovanni.

Personality
Certainly not as smart as her son, Giovanni. This can be based upon numerous facts, including hearing a recording proving the existence of Mew, a creature that could bring her Team great power and fortune. She responds with the quip "Can we make a CD out of it?" Her primary focus seems to be on making money. However, she is an effective enough Boss of the Rockets and does not show true ineptitude at her job.

History with Team Rocket
Not known.

Relationships with other members
As Rocket Boss, she commands an army. She gives direction to Miyamoto personally, and speaks of her 'brat boy' Giovanni.  Going strictly by the timeline presented by the CD drama, he would have had to be at least in his 20s at the time she said that, which proves her relationship with him to be at best extremely hostile.

Arsenal and abilities
Team Rocket is at her disposal. Not much more is needed, is it?

Tyson
Basic Information

Appearances

Age
mid to late 30s

Hobbies
Unknown.
Likes

Dislikes
Lance

Personality
Somewhat coarse, but not overly rude. A reserved opportunist, he grabs the three most useless agents he can find (Jessie, James, and Meowth, of course) and tricks them into the most dangerous job by giving them free food. He also has a thing for making bad jokes off and on.

History
It is presumed by many fans that he may be Oak's long-lost son, due to a striking resemblance to both the Professor and Gary, but this is only speculation within fanon. Aside from this, there is no real concrete history.

Relationships with other members
He leads the acquisition team for Dr. Shiranui's 'evolution inducement' experiment.

Arsenal and abilities
He has a pair of experienced Fearows, and is in command of a small batallion.

Relationships with other members
Re-recruits Jessie, James, and Meowth back into the Team when they find out their membership has lapsed.

Arsenal and Abilities
She uses a Delibird, but it seems to belong more to the Team than to her, as it follows Jessie, James and Meowth to collect the money they owe.

History
Years ago, she and Jessie trained together. One day, they were working out and got a drink at the Rocket cafe. Jessie downed Wendy's drink and said "I'll pay you back someday". Wendy never forgot this, and holds a constant grudge.

Relationships with other members
Despises Jessie. She also refers to Giovanni as 'Master'.

Dislikes

Personality
Obsessive

History
After his daugher Ai died, he devoted his life to trying to bring her back through cloning. His wife was fed up with his obsession and left him, and still he worked.

Eventually, his studies gained the attention of Giovanni, who said he would fund Fuji's project if Fuji also cloned the legendary Mew. This resulted in Mewtwo, who blew up the lab shortly after gaining sentience, killing everyone therein (including Fuji).

Relationships with other members
Arsenal and abilities
He is in charge of a team of scientists. Whether they were his team before he was hired by the Rockets, or if they were provided by Team Rocket remains to be seen. Given their shared fate, we're unlikely to find out.

Namba
Basic Information

Hobbies
Unknown.
Likes
Fish sticks.
Dislikes
Not getting his lunch. Those who mispronounce his name.

Personality
Short-tempered

History
Nothing is known about Namba. It can be speculated that since he does order scientists and agents within Team Rocket, he is either very knowledgable about his field or that he has been with the group for a while, climbing the corporate ladder at Team Rocket.

Relationships with other members
Aside from the already mentioned fact of him ordering a cadre of scientists and agents, two notable agents that he orders are Butch and Cassidy

Arsenal and abilities
The  cadre of scientists and agents.

Prof. Sebastian
Basic Information
Job status

Japanese name
Dr. Shiranui
Origin of japanese name
Perhaps  after the sword style:Shiranui-ryu. And on a more humorous note, Jessie describes him as “pointy”, so that lends some far-fetched credence to the sword-style theory.
Hobbies
Unknown.
Likes
Science
Dislikes

Personality
Every occasion he is seen by the viewer, he remains calm and talks with a steady even tone. As, he is only seen in moments of scientific importance and victory, it cannot be said if this demeanor carries over to every situation, or if this behavior has been modulated to the scientific environment and all business that stems from there on in.

History
Some within fanon speculate that he might be the most powerful Rocket scientist. Not taking in other issues, one can say that he has spent an impressive amount time working for the group.

Relationships with other members
He gives commands to Bashou and Buson and also works with Tyson. Tyson seems to hold at least his scientific mind in great regard. As the Bashou, Buson, and Tyson are of the same rank, Shiranui might work with agents of their rank often.

Arsenal and abilities
He is in charge of a sizeable crew of scientists, and they seem to work on a variety of things. The two things we know him to be responsible for are a forced Pokémon evolution beam  and Bashou and Buson’s crystal system that traps electricity and Electric-types with their own power.
