	::: Agreed - V-create was made for Victini (and I think that I made that clear on the page), but neither Victini nor Rayquaza can learn it through normal gameplay (both of them learn it via event). As for it being a signature move because it was made for Victini, I think {m\|Megahorn}} presents a similar case ~~- it~~ was made for {{p\|Heracross}} in Generation II (the only horned Bug-type at the time besides Pinsir) until they made all sorts of other Pokémon, both old and new, able to learn it in future generations.
