Because it was an Item in Gen V, now its a visual element in the Gen VI games. Ok its like how the truck in gen I had the mew rumors and the remakes in Gen III put a Lava Cookie there as a somewhat Easter egg and acknowledgment to those old rumors. Something is made notable from something from the past. For all we know Lenora sent the skull off to be research and it ended up in the lab. That's speculation I know, but anything is possible. After all these games take place after the others (so much for RSE remakes, but R2S2 still possible) so who knows. Regardless, it still bears the likeness of Dragonite, and I think its worth noting on either or both articles this likeness.
