: The way I recall it (Though mind you it's been a while isnce I've read the RBG arc), the badges alone don't control Pokémon in Special. :: Yes, that makes more sense. I vaguely recall an instance of Pikachu being manipulated by Red or another person, but it may not have been badge-related or even in the manga. I did find several scans that confirm that badges do in fact manipulate Pokemon to a degree, but whether this is generally or only in conjunction with each other due the BEA is unclear.
