The use of flags as language indicators provides poor user experience for a variety of reasons: languages are not restricted to a single country, countries are not restricted to a single language, and flags often have political significance which can cause unnecessary strife (_particularly_ when language is involved). A few examples can be found at [https://www.flagsarenotlanguages.com/blog/why-flags-do-not-represent-language/]. It also isn't clear that the use of flags provides any significant benefit of clarity, particularly for something like English where the flag of England—not a national flag, and less likely to be recognized—is used on Bulbapedia.
