I think you misread the trivia : it says the Berry Juice is made unobtainable, but it is in fact due to wild Shuckle holding Oran Berries in Generations 3 and 4 (until HGSS) as said in its article. The fact Shuckle is available or not in Altering Cave doesn't matter. But Safari Zone having wild Shuckle makes it two areas in which you can catch this Pokémon, in Emerald, and if it was holding the Berry Juice, it would've been one hence my edit about it being "one of the only ways".
