Also I don't think you can find a Tympole Level 17 in the regular grass as I have used at LEAST 40 Max Repels, 20 Super Repels, and 20 Repels with a level 17 Pokemon at the head of my Party. I know for a fact this method works because I have put a level 55 Pokemon at the head of my party, used Max Repel, and I was still able to find the Level 55 Mass Outbreak/Swarming(not sure what it is called in this game)Pokemon. Using that logic, there is no reason why that same method would not not work with a Level 17 Pokemon whose ability is Chlorophyll which I don't believe has anything to do with the appearance of Pokemon in the wild.
