:The numbering isn't necessarily referring to what he put in a Pokéball, it's talking about Pokémon he has owned. ::I don't think Cameron's Lucario is really comparable to Togetic or Axew, given that it's a Pokémon that belongs to a supporting character and was only seen in 8 episodes. I'm also referring to [https://bulbapedia.bulbagarden.net/w/index.php?title=User_talk:Force_Fire&diff=3692501&oldid=3692297 this part in particular]; even though Force Fire said "caught", I think he was referring to just Pokémon "officially" owned by Ash in general (since he obviously didn't "catch" Pokémon given to him or received in a trade either).
