:The anime is not the games. It is not reasonable to expect that just because the anime moved into "Gen III", a Goldeen is all of a sudden not allowed to know Water Gun. You just cannot expect the anime and the games to be in lockstep like that. The "physics" of the anime world do not change just because a game does.
