On December 29th, 2012 a teaser was added to the end of a Pokémon commercial that revealed there would be a special announcement airing on January 8th, 2013. A few days later on January 3rd, 2013, the Pokémon website for the United States posted a message to visit their website on January 8th.  Similar messages appear on the Pokémon website for other countries.
