:Well, Scepty's an evolution of a starter... but I do think you're right that base-stat-wise, it is the fastest of all final forms. ::I think Sceptile and Infernape are like, the only fast starters. Kinda sucks. Infernape has a base Speed stat of 108 (Or something.) so that'd make Sceptile the fastest.
