I thought the claim for the final trainer card level requirements in BW2 was suspect, specifically, the part about the requirements being changed for the international release, so I decided to use PKHeX to see if this was really the case. I can confirm, after changing both Entree levels to 30 on a Japanese save, I was able to get the associated level up, so the requirements are definitely the same for both versions.
