I confirmed from playing the game that it is not necessary to beat all gym leaders or rematch her to do the trade. Though I did have her number, so I can't say for certain if that is necessary or not. Also Blue was the only gym leader I hadn't battled, so not sure if you have to battle a certain number of gym leaders.
