:::::::::::My gut instinct is that this indicates Nintendo itself (or at least, NOA) isn't sure which Pokémon Game Freak did and didn't intend to be Legendary. If they're still hashing that out among the corporate entities, then caution certainly seems to be the best course of action for us at the moment.
