+It may not have been stated directly in the anime, but Sugar is a male. If you go to the gender page and look at Raichu, it shows that male Raichu have a point at the end of his tail, while the females don't, and although Sugar's tail may be difficult to see due to the habit he has of scratching his head with it, the tail does have a point on the end.
