Koya is a Pokémon Trainer and a member of the International Police, a law-enforcement organization that tracks down the various evil organizations in the Pokémon world. In terms of personality, Koya is cold and does not hesitate to show his opinion of someone, whether it be negative or positive. Despite his cold nature, he truly loves Pokémon and joined the International Police to stop those that would harm Pokémon.
 
It is revealed that in the past, he was once like any regular Pokémon Trainer, but an accident that traumatized his beloved {{p|Growlithe}}. Koya felt guilty for the accident and joined the International Police to prevent such things from happening again.

In Volume 6, During the Sinnoh tournament, Mitsumi and the champion Cynthia have a Pokémon battle. When the fight gets a bit dangerous, the spectators move out of the front seats, leaving just Hareta and Koya with his {{p|Absol}}. Hareta then asks Koya if he would battle with him. Koya agrees after he sees Hareta's {{p|Empoleon}}. Koya uses Absol's Sucker Punch and ends the battle, claiming that Hareta was not worth battling. As he turns to leave, Hareta uses Empoleon's Surf to attack Absol, but it is frozen solid by Mitsumi's {{p|Glaceon}}. Koya tells Hareta that he will be waiting for him in a real tournament battle and leaves.  
Koya first appears as a competitor of the Sinnoh League where he is seen witnessing the first round of the tournament. When [[Hareta]] notices his {{p|Absol}} and tries to touch it, Koya coldly punches him for trying to touch his Pokémon without permission. Sensing that he is strong, Hareta asks Koya for a Pokémon battle.

One day, he challenged a {{p|Gyarados}} and was brutally defeated by its Surf. Growlithe was traumatized by the powerful move, which resulted in losing its courageous spirit. Koya then leaves Growlithe at the Pokémon center to become a member of the [[International Police]]. The flashback ends, and Hareta and Koya continue battling. Meanwhile, a member of the International Police, [[Looker|Agent Hansom]], tracks down Kaisei, Hareta's father, who is watching his son battle. In the semi-final round, Koya is paired up against Hareta in the A-Block section of the tournament. The two Trainers battle fiercely and they both express their beliefs on Pokémon training to the other. When Hareta calls their battle fun, Koya becomes enraged and remembers back to when he was a Pokémon Trainer just like Hareta. He recalls the moment where his Growlithe was horribly defeated in a battle and had its spirit broken, preventing it from battling.


The many members of Team Galactic in the stadium start to send out their Pokémon. They announce through the microphone that they are now called "Neo Team Galactic". Mitsumi talks to one of the grunts and finds out the name of their leader, Charon, and that there's a super-high-powered bomb planted in the stadium. Hareta digs up the bomb and proceeds to blast the bomb into the air using Brine. The grunt says that if he pushes it up into the air, the whole town will catch on fire. Koya then uses his {{p|Metagross}}'s Light Screen to soften the impact. Everyone in the stadium pitches in and uses their Pokémon's Light Screens to surround the bomb. The town is saved and Hareta thanks Koya for the idea of using Light Screen. After this is over, Koya tells Hareta, "We'll finish this later." and leaves with Agent Hansom to capture Kaisei.

The battle is cut short when [[Looker]] informs him that [[Kaisei]], Hareta's father, is at the tournament and so is [[Team Galactic]]. When Team Galactic begins their attack and reveals their plan to blow up the stadium with a super-powerful bomb, Koya and everyone else uses their Pokémon to have the bomb explode inside of a powerful shield, preventing it from hurting anyone. After being thanked by Hareta for his help, Koya tells him that they will settle their fight later and goes off to chase the runaway Kaisei.


In Volume 7, Charon captures Mitsumi, Hareta, and Mars, while attempting to capture a legendary Pokémon, {{p|Heatran}}, inside Stark Mountain. Koya arrives with his Metagross to arrest him. The mamgma stone accidentally moves, awakening Heatran. Charon runs outside, finding Agent Hansom. Hansom gets distracted by shaking in the mountain, and Charon escapes. Inside, after a tossing and rolling the magma stone for a long time, they finally return it to its rightful place, calming Heatran. They soon escape the mountain, where they find Agent Hansom. He asks Koya if he saw any more members of Team Galactic inside. Koya lies, saying he didn't find any more members, allowing Mars to escape, having saved him inside from falling boulders. Koya and Agent Hansom leave to capture Charon afterwards.

After Koya refuses, Hareta angrily attacks, causing Charon to escape and freeing the Pokémon that Charon was looking for, {{p|Heatran}}. Heatran begins attacking everyone with its powerful flames and traps them in the volcano. However, with teamwork, they manage to calm down Heatran, making it friendly and causing it to free them. They find Looker there and he asks Koya if he saw any more members of Team Galactic inside. Koya lies, saying he didn't find any more members, allowing Mars to escape because she saved him from some falling boulders earlier.


Later, Mitsumi, Hareta, and Jun come across the grunt from Team Galactic who got bit on his butt by Hareta, B-2. They team up and go to a building where Charon is keeping Cyrus, the Leader of Team Galactic who went missing after losing his position to Charon. Koya is standing outside on the steps, and tells them that the International Police are inside raiding the building. Koya gets a call from Agent Hansom, who tells him that the operation is a failure. They walk to the top of the steps, where they find that every last agent has been defeated by Charon's army of Pokémon. Koya and Hareta prepare to go inside and face Charon, who is planning to capture {{p|Giratina}}.
Koya later appears at the Galactic Veilstone Building to prevent Hareta and his friends from entering the building as Looker and his men are already infiltrating it. Unfortunately, the mission turns out to be a failure when Looker and his men emerge from the building after being defeated by Charon. Koya and Hareta become infuriated and team up to face Charon and his powerful army of Pokémon.


In Volume 8, Koya and Hareta enter the Neo Team Galactic building, finding that the Pokémon were being controlled by a special machine. They enter a room where Charon is waiting with Koya's Growlithe, who is being controlled by one of the machines attached to its back. Hareta hears Growlithe "talking" to him. He uses Empoleon's Surf to remove the machine, and Koya is happily reunited with his Growlithe. Kaisei comes in and tells everyone, including Charon(Kaisei thinks he is one of the good guys because Charon fed him), that Giratina can be found in the Distortion World, and you can get there through Turnback Cave. Then Koya, Hareta, and Jun follow Charon into the Distortion World.

They team up and manage to destroy the machine and turn the Pokémon back to normal without seriously harming them. As they trek through the building, they meet Charon face to face in a special arena.  


When they are inside the Distortion World, they find Giratina, full of anger. They find Kaisei, who has fainted. He wakes up and explains Giratina's behavior. He says that it is because Team Galactic tried to shoot Giratina with the machine that controls Pokémon, and when Kaisei blocked the attack, he passed out, and Giratina was outraged. Hareta sends out his {{p|Regigigas}}, and battles Giratina. Giratina brings everyone out of the Distortion World, then {{p|Dialga}} and {{p|Palkia}} appear to help Hareta battle against Giratina. After a lot of battling, Mitsumi, Cyrus, Mars, Saturn, and Jupiter appear to help. Hareta suddenly decides to fight alongside Giratina, as he wants to learn more about it. After a while, Hareta says farewell to Dialga, Palkia, and Giratina, as they return to their own worlds.
Koya is shocked to find that his beloved Growlithe is there with Charon. Charon explains that he is controlling Growlithe with a smaller version of the machine that he used on his army, making it harder to get off. Koya refuses to harm Growlithe and even jumps in front of attacks meant for Hareta. Hareta realizes that Growlithe still cares for Koya and manages to free it from the machine with the same attack that traumatized it in the first place. Finally freed from its control, Hareta explains that Growlithe never hated Koya and was willing to overcome its fear of water for him. Reuinted with his beloved partner, Koya and Growlithe embrace each other.


Meanwhile, Kaisei leaves, and Charon is found by Agent Hansom. He informs Charon that Cyrus has agreed to disband Team Galactic, so he has nowhere to run back to. The Volume ends as Koya and Hareta continue their Semifinal match.

After Charon leaves with Kaisei to try and capture Giratina, Koya and Hareta follow them using Kaisei's {{p|Plusle}}. With the help of Jun, they enter the [[Distortion World]] only to find Kaisei unconscious and Giratina wildly attacking everything. After finding Charon and having the situation explained to them, Hareta decides to battle Giratina. Hareta, along with Jun and Koya, battle with the Legendary Pokémon, but it proves to be too strong for them. Eventually, Giratina uses its powers to pull all of them back into the real world, where it faces them in its Altered Forme.
 
They are saved by {{p|Dialga}} and {{p|Palkia}}, who arrive to battle Giratina. As they battle, [[Professor Rowan]], Mitsumi, [[Cyrus]], Mars, [[Jupiter]], [[Saturn]], and [[B-2]] all come to help them. When Mitsumi hands Hareta some berries to heal his Pokémon, everyone is shocked to find him feeding Giratina one as well. After yelling at Hareta for his actions, Hareta explains that he wants to learn about Giratina through battling with it. Giratina accepts Hareta's offer and everyone faces Hareta and Giratina in battle; once all is said and done, Giratina, Dialga, and Palkia leaves while everyone says goodbye. Sometime later, Koya and Hareta prepare to finish their battle at the Sinnoh Pokémon League Tournament.
 
After the tournament had ended, Koya visits Hareta at his home on {{rt|201|Sinnoh}}. Koya gives Hareta the offer to join the International Police and take down the new evil organizations that have sprung up in other regions. Before Hareta can answer, he runs off and runs over Mitsumi. When Mitsumi talks to Koya about the offer he gave to Hareta, she explains that he is not the kind of person to join them. Koya accepts this and joins Hareta and Mitsumi as they set off onto another adventure.


In the Pokémon Diamond and Pearl Bonus Story: Hareta's Future, Hareta is in his home forest, and is visited by Koya and his Growlithe. Koya asks him if he wants to join the International Police. Hareta runs off, accidentally running over Mitsumi. She tells him that Professor Rowan said, "Go forth and meet all the different Pokémon in the world and fill this National Pokédex!", and gives him the National Pokédex. Hareta agrees to travel with her, and changes into his street clothes. Hareta, Mitsumi, and Koya then set out on a brand-new adventure.
