:::Actually, you could argue that Surf is a variation of Earthquake, since they have the same range and the same effect (none). Surf has more PP and less power, but it also has two things different from Flamethrower: range and effect. See? You can't just go "Oh they're close ENOUGH", you have to pick your criteria and stick with it. Either effect counts or it doesn't count. Either range counts or it doesn't count.
