This card was released as a promotional card. Both the Japanese and English versions were available with the Strategy Guide for Pokémon Trading Card Game for the Game Boy Color.
This card was initially created for Pokémon Trading Card Game for the Game Boy Color. In Japan, a physical print was made available as an Unnumbered Promotional cards in copies of the Pokémon Card GB Official Guidebook, released on January 28, 1999. This print features a "GB" symbol in place of an expansion symbol, referencing its ties to the Game Boy title. The English version of the card was included in copies of the Pokémon Trading Card Game: Official Nintendo Player's Guide, released on March 31, 2000.

Trivia
Trivia
*The Card GB version of this card could only be obtained through Card Pop! and is the only card out of the two Phantom Cards to be actually produced.
*The background on the English print is entirely Holofoil, whereas on the Japanese print, only the sky is Holofoil.
*The Card GB version of this card was intended to be exclusive to Card Pop! but a programming error means the card is unobtainable.
*This was an orphaned card for a time when it came to the Modified format due to the only Base Set card at the time being in the first rotation. It would not be fully playable in the format until a Bulbasaur was printed in Legendary Collection.

Origin
Origin
Mega Drain is a move in the Pokémon games that could only be learned by Venusaur via TM21 in Generation I. The card's Pokédex entry comes from Red and Blue.
Solar Power is an Ability later introduced in the Generation IV Pokémon games that Venusaur cannot have; however, the Japanese names are different, making the two unrelated. Mega Drain is a move in the Pokémon games that Venusaur could learn via TM21 in Generation I. The card's English Pokédex entry comes from Red and Blue, whereas the Japanese entry comes from Red and Green.
