I don't know if Lucario is directly based on Dragon Ball itself, but there's definitely a similarity to the style, which DB created and/or popularised. Also is it confirmed that the attacks are Fire Blast, Solar Beam and Hydro Pump? I don't remember it saying what they are in brawl, they could easily be Frenzy Plant, Blast Burn and Hydro Cannon.
