Hello, i noticed something: in Gen III's games, which is when abilities first debuted, and when each mon could only have 1 possible ability (which is apparently the first one written on the board), it seems only Wailord and Wailmer could possess Water Veil; Seaking and Goldeen could only acquire it from Gen IV onwards as a second ability.
