[[Chuchu]]'s {{m|Fly}} is notably different from [[Pika]]'s {{m|Surf}}: she uses balloons to fly, while Pika forms the surfboard out of energy produces by itself. I agree, Chuchu's "Fly" cannot be concidered as a move. But even thought Chuchu is the manga counterpart for the special event "flying Pikachu" and yet doesn't actually use the move, it doesn't mean that Red's "surfing Pikachu", who is also based on a special event Pokémon, wouldn't use the move itself. And also, if you read the page from the manga, you'll see that {{Adv|Yellow}} calls the move Surf. Besides, in Pkmn Adventures, you can use only boat or a Pokémon ''with Surf'' to cross the waters.
