First of all, the Aster in the manga was supposed to become the Lorekeeper only shortly before her death, after which Zinnia took the mantle immediately, whereas the person in this anime short is already a Lorekeeper while Zinnia is still a small child. Saying "there are no other options" is false, since it is based on the false belief that the Draconids are just 2-3 people at most, when it's established that there's an entire tribe of them.
