Rhonda Krempa is found in the credits of all the episodes where she has speaking appearances, unhindered by her other roles (Kenny, etc.). This implies that Krempa is the voice of Rhonda, not Sarah Natochenny. Natochenny, resume, however, demonstrates that she voiced Rhonda at least once in Season 10. Looking closer I think I understand the confusion. Rhonda's voice is different between her first two appearances.  First it was med-low and smooth, then it was med-high and rough. I guess Krempa voiced her from "All Dressed Up with Somewhere to Go!" on and Natochenny only voiced her in "The Champ Twins" with Krempa voicing incidentals (i.e. the defeated trainers).
