:AFAIK you don't need to meet any specific criteria in Emerald other than the game matching the Gen IV game's region and the no-HM-move-dealie. Shaymin and Arceus are also excluded as a requirement, basically, if you've got the National Dex, you're good. If you're certain the game regions match, I'd turn it off and try removing/reinserting the game card and game pak.. or try it on a different DS unit? i dunno really though haha. good luck!
